The Neighborhood Enhancement Program (NEP) is a city-funded, capital improvements program that provides residents the opportunity to propose and select moderate enhancement projects for their neighborhoods. The program funds small-scale projects that improve the quality of life and enhance the character of the neighborhood area. The program encourages residents to reimagine, reinvent and redefine community spaces; reinforce connections between people and shared spaces; and celebrate the physical, cultural and social identities of a place.
This program involves a $5 million NEP allocation which is distributed among 16 NEP neighborhood areas. When NEP comes to our neighborhood, we receive the allocated $133,000 following the sequence below:
Solicitation: Residents submit project ideas (mail, website or kick-off meeting).
Scoping: Staff review project ideas using screening criteria and generate ballot projects.
Preview: Residents review ballot projects at a public open house.
Voting: Households in the neighborhood area receive ballots in the mail to vote for three projects of their choice.
Implementation: The city implements projects that receive the most votes within five years.
In the spring of 2020, our community received a Voter’s Pamphlet & Ballot from the City of Bellevue. Our Wilburton area received $133,000 to implement residents’ desired enhancement projects, and it was time for us to vote on the priority order of the top three projects we felt were most deserving of these funds. Based on recommendations from our community on how to enhance the livability of Wilburton the City was able to generate 10 enhancement projects which were described in the voter pamphlet.

In 2000, we received funds that were used to build a connecting sidewalk from the old Wilburton Elementary School to the Botanical Gardens. A walkway kept busy during the “Festival of Lights.”
